SPECIAL MEETING

The Port Byron Board Special Meeting was called to order at 4:30 p.m. on September 18, 2006, by Mayor Mike Ferretti.  The Pledge of Allegiance was recited. 

 

Roll Call #1:  Present:      Trustees: Jeanine Ingalls, Jerry Conner, Judy VanPaemel, Terry Sorensen

Absent:       Trustees:  Courtland Pieper and Dennis Healy

A quorum was declared

Also present: Janet Fletcher, Village Clerk; Nancy Searl, Deputy Clerk; Donna McCormick, Treasurer.

 

Purpose of the meeting as published in The Review on 9/13/06 and posted at the village hall:  “At their request, representatives of the Rapid City Fire Protection District will meet with members of the village board . . .  Topic of discussion will be the collection  and disbursement of funds from insurance bills issued to out-of-district residents of the RCFPD.  No other business to be conducted at the meeting”

 

In attendance at the meeting representing the Rapid City Fire Protection District were:  Mr. Lee Albrecht, Mr. Bob Smith and Mr. Randy Garrison.

 

Question was raised as to where funds were spent from 4/1/2000 to when the fund was placed at $0.00 on 3/31/05.  Deputy Clerk Searl presented a breakdown of the account for review.  The RCFPD said they were concerned basically with where $13,242.00 was spent for equipment during the period.

 

Deputy Searl explained that in the flood in 2001 money was spent from the fund on general fund items.  When the money was received from FEMA to reimburse the village the money used in the flood, a request was presented to spend $37,356.79 on emergency equipment at the request of the police chief and Kevin Farrell, EMC.  Instead of borrowing the funds from the bank, the money was basically taken from the fire fund savings.

 

Donna McCormick addressed the meeting and stated that presently there is $5,354.50 in the capital reserve fire fund.  A total of $6,000 was added to that account by the village in 2006, and $10,250 was taken to help pay for the new pumper truck.

 

The consensus of opinion is a total of $12,317.45 should be included in the capital reserve fire fund.  Since $6,000 was in the account this year, the board stated that the balance of $6,317.45 would be added within the next year to bring the total reimbursement to $12,317.45 .  The representatives said this was agreeable with them.

 

A quarterly statement of funds in the capital depreciation account will be (and has been) made available to the RCFPD for review.  

 

Statement was made by a representative of the RCFPD that the law now states any fire tax reimbursements from out-of-district fires (not within the village of Port Byron) will be paid to the district and will put into a CD to be held and/or used by them.  This should avoid any confusion in the future.

 

There being no further business, Trustee Conner moved, seconded by Trustee Ingalls, that the special meeting adjourn at 6:38 PM
